Understanding the Tax Base Consequences of Local Economic Development Programs

Abstract: This article discusses the concept of tax base management from the perspective of a municipality, and illustrates how tax base management and economic development can have conflicting goals in an urban or suburban environment, unless properly managed. For public sector officials, it is important to recognize the potential for a conflict between two distinct, and yet potentially overlapping areas of municipal concern, and to establish procedures to achieve the proper balance.
