William N. Kinnard, Jr., Ph.D., CRE, MAI, SREA, is president of the Real Estate Counseling Group of Connecticut, and a Principal in the Real Estate Counseling Group of America. Part of his practice involves valuation of nuclear and non-nuclear power plants, and identification of HVTL proximity impacts. He was a consultant on property tax implications of electricity deregulation to the Electric Property Assessment Task Force in Illinois. He is also Professor Emeritus of Finance and Real Estate at the University of Connecticut. He testifies regularly as an expert witness on appropriate methodology for tangible and intangible property valuation.
