Abstract: Visitors have difficulty finding the words to describe the scale of development in Shanghai. Its enormous size and rapid change—and its leaders’ ability to make decisions and execute—is amazing. This growth, of course, is not painless. Urban sprawl, corruption and an extremely complicated government system are among the challenges that officials and business leaders face on a daily basis.
