Abstract: The United Kingdom’s Right to Buy policy permits tenants of council housing, similar in some ways to affordable housing in the U.S., to purchase the homes they rent. Since its adoption in 1980, the policy has spurred constant debate about the role of the state in providing housing. Authors report on the issues, statistics and arguments surrounding this hotly contested topic.
