Abstract: Until recently, the legal basis for private property was nonexistent in Russia. However, beginning with the legalization of private property and privatization of the public housing stock, a number of major legal developments in Russia during the past five years have been catalysts to spur development of the private real estate market. This article reports on the current legal framework governing real estate transactions in four areas: property rights, registration, taxation, and land use regulation.
