Abstract: Real estate feasibility analysis has been stressed as a prerequisite for both new development and investment in existing projects. Typically, this analysis has focused on the individual investor’s point of view at the expense of the public sector’s perspective. The land use decision environment is presented as a partnership among the public sector, investors/producers and users.
