Abstract: In September 1993, The Counselors of Real Estate, in cooperation with City & State Magazine, conducted and published a “Government Real Estate Management Survey” to ascertain the nature and extent of public sector real estate policies and practices. Since then, the economy has reversed, the stock market has boomed, and many local governments which at the time were literally on the brink, are now enjoying a healthy dose of fiscal prosperity with many reporting surpluses and financial windfalls. Here, the writer who authored the 1993 survey revisits the topic, presenting commentary and opinions based on anecdotal as well as empirical evidence.
