Abstract: The rational-comprehensive paradigm of planning urban areas has used the programs of Section 42 and Section 47 tax credits and HOPE VI, and occasionally TIFs for affordable housing after the Model Cities and other federal programs. Developers have several opportunities using federal and state financing.
