Abstract: The intent of state usury ceilings are contrasted with their flawed performances. These, as well as previous price controls, have harmed the groups that were intended to be the beneficiaries of the effects. Recent modifications in usury laws are discussed and a sweeping change in state usury ceilings is suggested.
