Abstract: This article examines the financial implications of city deal making by analyzing, from an investment perspective, the return from Boston’s arrangement with The Rouse Company for the redevelopment of the Faneuil Hall Marketplace. For Boston, city risk taking proves to be profitable, although a series of tradeoffs made during renegotiation of the deal limits this return.
