Abstract: New York and other older cities in this country are in the process of steady economic decline. Real solution and restoration of the income-producing potential of these cities does not depend on more inflationary Federal aid, but requires the will to make fundamental changes in the tax laws, subsidy programs and number of housing restrictions.
