Abstract: The authors describe the Federal Regulation Cycle within the context of why pressure is increasing from the U.S. Congress and the U.S. Supreme Court to reinvent government and to create regulations for a new property rights doctrine. The broad scope of federal laws and regulations impacting the real estate industry is described and an explanation offered as to why many regulatory systems become dysfunctional.
