Abstract: This article examines the role of real estate within local government and vice versa, and presents the results of the 1993 survey of local governments conducted by The Counselors of Real Estate. It also identifies how local governments must become more pro-active in real estate affairs, shaping rather than responding to the future. The author outlines the bold steps local leaders must take to adapt to and succeed in a world where the only constant is rapid and persistent change.
