Abstract: The Kemp/Garcia “Enterprise Zones and Urban Jobs Act” bill, modified and reintroduced in June, continues to focus on creating jobs for the hard-core unemployed in distressed inner city neighborhoods by means of stimulating business by offering a range of tax incentives. This strategy is based on a belief that traditional Federal development incentives such as low interest financing and public improvements are ineffective. But 30 years of experience in urban revitalization in the U.S. argues that traditional incentives are essential and tax incentives are inefficient and wasteful.
