Abstract: Revitalization is occurring in most large cities and has altered the outlook that inner city residential properties need to suffer inevitable decline in investment quality. The author examines the nature of revitalization, and uses the experience of the city of Atlanta to illustrate how various stages of the process may coexist with continued decline.
