Abstract: Recent housing policy changes in England now give residents of council housing the right to buy their publicly-owned units, coupled with pricing and financing incentives. After studying the political causes and implications of these policy changes, the author attempts to show how the British experience may offer important lessons for the U.S. Housing situation.
