Abstract: This article evaluates the effectiveness of Denver’s TDR Ordinance since its passage two years ago, and also describes a new TDR Ordinance passed a year ago. Denver’s glut of office space and demand for high-end retail has created situations negating the need for many transfers in B-5. In contrast to B-5, the newer TDR Ordinance in Denver’s historic warehouse district (B-7) may cause some different and interesting problems.
